The IWF does not itself block websites but does provide a list of URLs for Internet companies and organisations to facilitate URL blocking (not IP address or domain level blocking). This should ensure that only the exact URLs containing the criminal content are blocked. Please bear in mind that the blocking solutions are owned and operated by the IWF URL licensees (the organisations which take the list) and are not under the direct control of the IWF. With specific regard to cocaine.nija, we have indeed actioned specific URLs on your site, from which we have downloaded, captured and assessed the images to be of child sexual abuse. As the content is hosted outside of the UK in France, we are not able to issue a takedown notice directly to the host as suggested using your abuse contact on the website. There is a network of 52 approved hotlines globally which process reports of child sexual abuse; the existing protocols in place, dictate that where a hotline finds illegal content hosted outside of its own country, it should first notify the appropriate hotline. In the case of France, the report would go to http://www.pointdecontact.net/about_us?language=en for them to review and assess under French law. This also provides a mechanism for the local/national police to investigate the report prior to the images being taken down. Because of the nature of the content we assess, there are potential child safeguarding and rescue issues in addition to any criminal investigation which may be directed at the distributer/uploader of the content. As you will be able to appreciate, if a website were complicit in the uploading or distribution of illegal content, it would not be appropriate to notify the site directly. This is why the agreed process is to notify the Host and the appropriate Police agency in the first instance. As you have outlined that the nature of the site is to allow people to remain anonymous and upload content without ease of detection, you should be aware that where such facilities exist, some users will exploit this facility and use it to upload illegal content. You are required to remove the content from your site/service once you are notified about it.
